90 deg Conical Head

Our client has an existing pressure vessel with a 90 deg included angle conical bottom head. It currently has a dimple jacket. They want to remove the dimple jacket and install a convention jacket on the bottom cone. There will be a closure ring at the top and bottom of the jacket cone. Does the 60 deg max angle without a knuckle radius still apply if I do not have a cone to cylinder junction? What design approach should we take with our scenario?

Provide a drawing of the proposed change and a picture of the current vessel.
I cannot determine the configuration of either from your description.
 
Will the new dimpled jacket-covering on the outside of the conic pressure vessel end be itself a pressure vessel, or is it low-pressure only?
 
The dimple jacket is existing. It's shot so we are removing it and replacing it with a conventional wall jacket. The vessel is code stamped and the new jacket needs to comply with Sect. VIII and will be considered an alteration and will be "R" stamped.
