is it possible to join a cast iron and a steel with Friction stir welding?

Your question seems a bit odd. While it may be possible to join "a cast iron" material to "a steel" material using FSW, the question I have is why do you want to do this? Are you sure a fusion welding process is not adequate for your application?

FSW is a solid state welding process used to produce welds that are of higher quality than possible with fusion welding processes. One issue with FSW is that the weld joint geometry is fairly limited, and special fixturing is usually required to secure the parts being welded. So FSW can be quite costly for small quantities.

You didn't provide details of your application, but there are other solid state joining processes that you might look into, such rotary/linear friction welding or diffusion bonding.
