ACI 544.6R-15 Design and Construction of steel fiber-reinforced concrete elevated slabs

Has anyone had a chance to read through the ACI manual 544.6R-15? It was my understanding that ACI did not have any guides for the design of concrete reinforced with only fibers, but this new guide appears to allow you to design an elevated slab with steel fibers only.

Can anyone confirm that this manual does indeed give guidance to the design and behavior of a concrete slab reinforced with fibers?

It does describe methods for fiber only elevated slab design. Yield line for flexure and not much on deflection though.

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.
 
The reason I ask, is that I have a client that wants to use fibers in a thin shell composite light gauge panel. Essentially, we have a 2" shell of concrete attached to metal studs. The design of this concrete with fibers is obviously not outlined in ACI. However, there are guidelines for the design of concrete with fibers in the Eurocode.

I was hoping that this new ACI manual would give a little more than just flexure design, but at least they are starting to recognize that fibers do add some strength to concrete.
