If you have a 4 meter height column from foundation to second floor. How thick can you wrap the column with concrete above foundation (add-on pedestal and not monolithic) and without drilling any dowel to either column or footing before it can become significantly stiff to turn into a 3 meter height column during lateral movement? Concrete can't take much tension so would this work (instead of using ground beams which supposed you can't do so because you have to connect it to another column)?
