I found this old thread, but couldn't get the solution to work. Are there specific settings that this is allowed for? I do have the environment variable set to allow multiple Parts Lists, and was thinking that maybe this is causing issues.
I am trying to add additional balloons to items that were already ballooned (since it only balloons 1 instance) and keep them linked to the part callout. I am currently on NX 8.5 (moving to 9 once the first mr comes out).

Automatic ID balloons are assigned on a per-Callout basis, NOI per-Component. So if multiple components are assigned to a single Parts List callout (i.e. quantity greater than ONE) there will only be a single ID balloon created referencing one of that Component's occurrences. That being said, if you were to manually add an 'empty' (do NOT enter any text) ID balloon to any of the non-flagged occurrences and then selected the Parts List note, pressed MB3 and selected the 'Update Parts List' option, those newly created 'manual' ID balloons would automatically update to reflect the proper Callouts and would remain linked to the appropriate Parts List item as if they had been created during your initial Auto-Ballooning operation.
