I found this old thread, but couldn't get the solution to work. Are there specific settings that this is allowed for? I do have the environment variable set to allow multiple Parts Lists, and was thinking that maybe this is causing issues.

I am trying to add additional balloons to items that were already ballooned (since it only balloons 1 instance) and keep them linked to the part callout. I am currently on NX 8.5 (moving to 9 once the first mr comes out).

Automatic ID balloons are assigned on a per-Callout basis, NOI per-Component. So if multiple components are assigned to a single Parts List callout (i.e. quantity greater than ONE) there will only be a single ID balloon created referencing one of that Component's occurrences. That being said, if you were to manually add an 'empty' (do NOT enter any text) ID balloon to any of the non-flagged occurrences and then selected the Parts List note, pressed MB3 and selected the 'Update Parts List' option, those newly created 'manual' ID balloons would automatically update to reflect the proper Callouts and would remain linked to the appropriate Parts List item as if they had been created during your initial Auto-Ballooning operation.

You should have no problems adding additional balloons, but update your parts list after you do it and your ballo0ns will update accordingly.
You can update your parts list by finding it in your Part Navigator, and licking on it and selecting "update".
or Tools -> Table -> update parts list
or you can also click on the top left corner of the parts list and updating it from there.
 
I have updated the parts list, but it is still not working. Here is my process:
1) Insert -> Annotation -> Balloon
2) Remove any text in the Text field of the dialog.
3) Click on the part to balloon, then drag the leader, then place the balloon on the drawing.
4) Right click my Parts List -> Update Parts List
5) Nothing happens. The placed balloon remain blank.

Suggestions on settings?
 
In step3, do you SNAP the leader to a edge of the component ? - Important.

What symbol shape does your partslist update ?
- It will if set to "circle" it will only update circular symbols and not for example "divided circles".

I verified that my original thought was correct. I added my name to an open Enhancement Request to get this fixed.

The variable name in the env file for creating multiple parts lists also turns off the auto-ballooning of more than one instance:
UGII_UPDATE_ALL_ID_SYMBOLS_WITH_PLIST to =1 by default
UGII_UPDATE_ALL_ID_SYMBOLS_WITH_PLIST to =0 to create multiple parts lists, but then disable the auto-ballooning

So, I have to decide if I want the ability to have multiple parts lists or if I want to auto-balloon more than one instance. I set this up so long ago that I forgot that environment variable name, but at least I remembered that it existed.

Hopefully this will help anyone else in the future on this topic.
