IN section D2.6 (Column bases), section D2.6a requires the axial strength to be not less than the greater of overstrength, or as prescribed in D2.5.

Section D2.5 includes all splice requirements. Section D2.5b is "required strength". Subsection (1) includes your typical overstrength or required strength in whatever section you are using for the system. Subsection (2) includes additional requirements for welded column splices. I would like to know if this subsection (2) applies to base plate welds. It is unclear.

The baseplate weld connection needs to be designed for the required strength as well.

In the Commentary of AISC 341-16 Section D6 It states:

AISC 341-16 Section D6 said:
...If the connections of the system are required to be designed for the amplified seismic loads or loads based on member strengths, the connection to the column base must also be designed for those loads.
