Anchor bolts required tightig torque

Dear all,

For anchors bolts in a base plate (fixed base)
For small structure(fabric sail tent) is it enough to make anchor bolts snug tighting or it required torque ..af it required the anchor grade is 8.8 which is not exists in design guide 1 can we consider it as grade F1554 grade 105 and to use table A.1 then use the equation
Tv= 0.12 db Tm

Preloading of anchor bolts is necessary in case of fatigue is concern ..( vibrating machines etc..) and the anchor bolt shall have a sleeve in order to stretch the bolt..

In your case if there is no vibration and fatigue is not a concern, snug tight is OK..

But I can also use pre loading for anchor.
So if I'll use torque for the anchor..
Sleeve should be exisit or it's not a must.
