Anti-seep collars for HDPE pipe

Are there any manufacturers who make an anti-seep collar for HDPE pipe?

I know of some irrigation pipeline manufacturers in Australia who manufacture several different versions of collars for HDPE pipe. Some use a curtain and stell band around the pipe to secure the sheet. Others use a two piece bolt together HDPE rectangle with an opening the size of the outer diameter of the pipe. Sylicone sealant is used to seal any small voids.

Why not design and spec one out yourself. It often gives the contractor more flexibility and could reduce job cost.
