API-510 repair in non-code State, how to validate code repair?

Being in a non-code State, how do we go about validating a code repair to upper management? Our site does not have a pressure vessel engineer, only 510 inspectors.

What was the scope of the repair to the pressure vessel, or was it an alteration? Did you follow the requirements of API 510? The need for a pressure vessel engineer may come into play for an alteration. For repairs, detailed documentation following API 510 should be all that is required.
 
It is not an alteration; it's a repair to pressure boundary (repairing clips to shell and heads of a filter).
 
Ok. Validation should consist of;

1. Explanation of the repair
2. Documentation in the form of a traveler or job list describing the steps and hold points for repair; removal of defects, verification of removal of defects, validation of materials of construction, welding procedure specification, filler metal and welder qualification certs and NDT reports.
3. Code of construction used for preheat and any PWHT requirements.
4. Copies of nondestructive testing (NDT) reports to validate removal of defect and completion of welding.
 
API 510 defines the validation requirements. The Owner's Inspector signs off on the form. The company performing the work must have an R-Stamp. The company performing the work must have qualified welders and welding procedures. The only person missing is an AI.
 
As an Owner/User you can follow API 510 and repair the vessel without the use of a NB-23 shop and inspector. You will not be able to add the "R" stamp unless you use a National Board location and AI.
