API 521 forms the basis of many relief systems workld wide - and the paradigme for depressuring "7 barg or 50% of design pressure within 15 minutes" is industry standard.
But API 521 sec 5.15.2.1 actually opens up for other methodes and refer to a report by a Norwegian consultancy adoped by STATOIL as a reference - and made public:

In this report (sec 4.1) its stated that the 15 minutes is insufficient due to expected higher heat input that recommended by API - and that a short BD time is required (in an other section set to 8 min).
Has anybody (especially all of you from USA) taken a position on this? Its sort of self contradicting - even though i think that API feels they covered their rear by stating that the normal input equation assumes draining etc.
