API 5L PSL 2 reporting of CVN results on MTR

I am in possession of some 2" xs API 5L X52 PSL 2 Hyundai the producing mill did not report the CVN results on the MTR.

I am being told that 4" and below does not have to show results on the MTR. But I would need to prove this to our customer.

Table 22 gives the requirements per size for reported results. But it starts at 4.5" O.D..

No where can I find within API 46th ED. PSL 2 where it states below 4" is non reportable??? Can one of you fine folks point me in a direction please?

Refer to note at the end of 10.2.3.3: "It is not necessary to CVN impact test combinations of specified outside diameter and specified wall thickness not covered by Table 22."
