ASME B31.3: Code Case 19-15 vs 341.3.1(a)

Is Code Case 19-15 in direct conflict with 341.3.1(a)?

Question (2): In accordance with ASME B31.3-1999 Edition (2001 Addenda), para. 341.3.1, is NDE examination of piping constructed of P1 or P2 materials required to be performed after final heat treatment?
Reply (2): No.

341.3.1(a) For P-Nos. 3, 4, and 5 materials, examination shall be performed after completion of any heat treatment.

There is no conflict. Final NDE can be performed before PWHT for P1 and P2 materials but not for P3, P4 and P5 materials. Note that the Interpretation (not Code Case) references the 1999 Edition and 2001 Addenda. Review the latest Edition to determine whether the Interpretation prevails for it.
 
My confusion is 341.3.1(a) refers specifically to P-Numbers and the 19-15 refers to P1/P2 (sans the "No.").

P-No. 2 does not exist, and P1 is Carbon 1/2 Moly, P2 is 1/2 Carbon 1/2 Moly.

If 19-15 meant to answer that for P-No. 1 is carbon steel, then there is no conflict.

This is one of my pet peeves when people converse in P and P-No. classifications. They must clearly differentiate between the two.
