ASME BPVC formula PG 32

There is a formula given dmax = 8.08[Dt(1-K)]^1/3 in ASME BPVC Section I PG32.
How this formula is derived?
Again, in 2007 version, a curve was given to find out dmax, which is now replaced by this formula.
Can I explain the background of this formula pls?
