What are the requirements that must be verified on an MTR prior to releasing to fabrication?
I was told to look at chemical composition only but what about Elongation, Hardness etc. I would think that must be done as well.

First you review the PO requirements regarding what was specified for the order followed by having a copy of the applicable material specification(s). The MTR should be checked against the PO requirements and the material specification requirements.
 
Your PO should have the Code section and year along with the material and fabrication specifications.
These specs will each have a list of required characteristics and tests.
The MTR should reference the Code and specs as well as provide verification o fall required tests.

If the material is as per ASME Sec II A, take a copy of the ASME Sec II A and check for the certification requirements and verify whether all the basic certification requirements are met. For example, if the material under consideration is SA 106, then the requirement for this is given in ASTM clause 24 which will direct you to A 530 which lists the basic minimum requirements that are required to be listed in the MTR

If the material is for Pressure vessel ASME Sec VIII Div 1, then start at UG 94 and go to other clauses from there after you have exhaused all the links, go to UG-10, it will take you to many placed. when you are finished with all the links, you will have reasonable idea.
