Maybe a bit late to ask for help now !
The WPS/PQR that has been submitted is a dual WPS/PQR - qualified in accordance with ASME IX and ISO 15614-1.
The qualified range for ASME IX is 1.5 to 10 mm as noted and the range for ISO 15614-1 is 3 mm to 10 mm.
The combination of ASME and BS/EN in the same document can be a recipe for disaster - I personally would reject as the qualification ranges in some cases are totally different.
There is nothing wrong with dual qualification of the PQR (as long as all appropriate testing is completed) but a separate WPS with applicable ranges should be written for each specific code.

Obviously too late for you now but maybe a bit of help to you in the future.
The welder qualifications supplied do not comply with ASME IX or BS/EN 287-1 due to multiple positions being used on a single test coupon on small bore piping.

ASME IX 2013

QW-310.1 Test Coupons. The test coupons may be plate, pipe, or other product forms. When all position qualifications for pipe are accomplished by welding one pipe assembly in both the 2G and 5G positions (Figure QW-461.4), NPS 6 (DN 150), NPS 8 (DN 200), NPS 10 (DN 250), or larger diameter pipe shall be employed to make up the test coupon as shown in Figure QW-463.2(f) for NPS 10 (DN 250) or larger pipe and in Figure QW-463.2(g) for NPS 6 (DN 150) or NPS 8 (DN 200) diameter pipe.

5.8 Welding positions
The range of qualification for each welding position is given in Table 8. The welding positions and symbols refer to EN ISO 6947.
The test pieces shall be welded in accordance with the testing positions according to EN ISO 6947.
Welding two pipes with the same outside pipe diameter, one in welding position PH and one in welding position PC, also covers the range of qualification of a pipe welded in welding position H-L045.
Welding two pipes with the same outside pipe diameter, one in welding position PJ and one in welding position PC, also covers the range of qualification of a pipe welded in welding position J-L045.
Outside pipe diameters D ≥ 150 mm can be welded in two welding positions (PH or PJ 2/3 of circumference, PC 1/3 of circumference) using only one test piece.


Also, Progression (Uphill / Downhill) is an essential variable for ASME IX welder qualification.

What you really need to define, is the Code that the equipment is being fabricated. That will govern the acceptability of the WPS thickness range. If ASME VIII, B31.1, B31.3, the procedure is qualified from 1.6 mm to 10 mm.
