I have a current project with the subject requirement. My issue is the rotating element have been machined and have gear teeth on them. Is there any other non-destructive examination, possibly x-ray, that will certify the material to meet the intent of A388?

Does anyone have history using immersion UT for my current issue?

It makes the testing much more involved but it should still be able to be done.
Was the starting stock UTed?

The UT was missed at the foundry after rough turn so no UT has been performed on the parts.

Shaped probes, hand scanned, taking a lot of time and money.
Make sure to bill the guy that missed the UT (or that went ahead and accepted it).

Almost no possible to run immersion UT on such complex shaped part. You could do contact UT, but as pointed out, very time consuming. If replacement of X-ray satisfies the spec., go for it. Much easy and quick if not digital document is required.

guys,
thanks much for your input. I will present to customer.

A388 doensot specify the quality levels. we often use .125'' FBH, which is a D8 hole, the loosest criteria I have even seen for wrought material. so this spec. can be very lousy, x-ray could be an over kill. Also, the spec. indicates UT before machining as below:
9.1.2 Perform the ultrasonic examination after heat treatment for mechanical properties (exclusive of stress-relief treatments) but prior to drilling holes, cutting keyways, tapers, grooves, or machining sections to contour
