Batter Retaining Wall?

I have a 14' high retaining wall which will have the exterior non bearing wall of a structure sitting on it. The rest of the foundation is regular foundation walls but at a portion there is a retaining wall that goes 5 feet below the basement slab and has no floor bracing it at the top. Normally I would "batter" the top of the wall a 1-3 inches to cover stem deflection and/or slight wall movement. Here, I think it would be even more critical to address deflection because the exterior wall needs to line up but I'm worried that if the wall dosent move or deflect significantly right after construction the batter will make it not line up. Any Advice?

If it's truly critical I would recommend a more extensive analysis from the geotechnical engineer on the project. They should be able to pinpoint the expected displacement for the existing and various soil conditions that may exist throughout the buildings service.
