Big gap of pin cap

Hi structural experts,

Is there any adverse effect on pin connection shown on attached photo w/ big gap between pipe lug surface and pin cap.

That looks very clumsy. The pin can move around more than I would like. The other strange thing to me is that the pin caps each have two cap screws. I think a single one is more common.
 
Has the same pin detail been used elsewhere on the structure?

In other words, is it just a standard detail which accounts for instances elsewhere in the structure where thicker insert plates were necessary?
 
I don't think there is any adverse effect. Pins by their nature are not intended to clamp the plies like say a through bolt. What you see for example is no different to a pin with split pins to retain it for example. If its carry some permanent load then I doubt anyone/anything is going to move it horizontally in the hole unless someone purposely want to move it (big hammer or something), and the retention plates prevent it being completely removed.

Yes its longer than it needed to be, but I don't think it really detracts from its structural purpose or behaviour.

With a single (central) retention bolt the plate can spin and loosen the bolt, two are better in this respect to prevent accidental or intentional removal.
 
I surmise that the pin is as long as it is to keep the bolt holes in the pin (for pin cap bolts) out of the shear area of the joint. I suspect there is a spacer ring around the pin, under the cap
 
Compositepro's spacer ring would explain it. Can ABA102 confirm?
