Breakout Failure When New Concrete Cast Against Existing Parallel to the Edge

I've had this question for a while does breakout failure exist when you have a cold joint between 2 different concrete pours?
In my case there is a column getting placed close to the edge of the raft slab with some serious force. I wondering about both Perpendicular and Parallel breakout but I think if we can agree on one then the other would automatically apply.

On the one hand I would think that if I had a concrete slab poured right next to another slab then the slab would restrict and confine the edge from breaking out.
On the other hand when the second pour comes concrete will shrink and a cold joint will form. Concrete being not very ductile I can imagine even a small crack forming and then a loss of capacity. I am not sure I feel I am over thinking this and there would be no breakout?

I wouldn’t really call this a cold joint, it’s two different structures. It really would not be factored into the breakout calculations. You want to focus on reinforcing the area around the anchors
 
You have 2000kN (~450kip) shear on a single anchor??

But to answer your question, I would treat that as an edge and design accordingly. In your case that's probably a lot of anchor reinforcing!
 
Agree with others here. The secant pile shoring wall probably doesn't qualify as additional concrete that helps your breakout calculations.
