Can a Licensed Civil Engineer Certify & prepare Topographic/Elevation Survey in NYS?

So I tried asking this question a while back through Reddit and I feel like I wasn't clear..

This is my first time posting here.

Can a Licensed Civil Engineer (in my case NYS) certify a topographic survey (Meaning NOT including property boundaries)

Below is something I found regarding my question in California. I have not been able to locate any information in New York.

(B&P Code §§ 6731, 6731.1, 8726, 8731)

All civil engineers, no matter when their license was issued, may certify elevations of any portion of a structure or other fixed work and may prepare topographic and elevation surveys. However, civil engineers licensed after January 1, 1982, may not determine the property boundaries in relationship to the fixed works shown on the topographic or elevation surveys.

Not sure about NYS, but typically non-boundary surveys (ie; topos) do not require licensed surveyors.
 
You can't. Hit the send button too fast, call it a general plan not a map.

§7208. Exempt persons for the professions of engineering and land surveying.
This article shall not be construed to affect or prevent the following, provided that no title, sign, card or device shall be used in such manner as to tend to convey the impression that the person rendering such service is a professional engineer or a land surveyor licensed in this state or is practicing engineering or land surveying:

b. Making of surveys by professional engineers, except that the determination of real property boundaries may be done only by a licensed land surveyor

So it seems to me this answers my question. If anyone has insight regarding, would be greatly appreciated.
 
All of the topo survey we use on jobs in NY is signed by an LS. However, we do reference topo into our CAD files for general plans, which are sealed by a PE.
