CAN Fertilizer Plant - HVAC

Dear Experts,

We have a CAN fertilizer company in our city, whose plant temperature rises to about 70Deg C due high temperatures of steam lines and high temperature product output,which is not suitable for workers Company officials want to have a proper HVAC system

But,

Should we go for an HVAC system ? or should we just use a ventilation system only, as there must be some toxic gases generated by the fertilizers.
Can some one refer to some material??

Is it really a production facility for the manufacture of CAN (calcium ammonium nitrate)?

If so, the process will usually spray a high temperature melt or solution of highly concentrated ammonium nitrate onto a bed of recycled material (ground limestone being the other ingredient) in a rotary drum (called a granulator). (The bed temperature is usually around 95 deg C) The product then flows into a rotary dryer where hot air generated by a burner fired combustion chamber will dry the material. Hot air temperatures can be as high as 235 deg C.

If your factory is such a facility the heat generated by all these process requirements will make a HVAC system nearly cost prohibitive.

What you need is good turnover of air inside the building. There should be little fumes escaping from the process as it should be under negative pressure from the process air removal system for the plant.

The presence of hot working environments is NOT considered unusual in these facilities and is considered part of the working conditions.

I have made a lot of assumptions to generate the above statements. Come back with some additional information and we might have a different answer.
 
- is this the normal situation (T=70C) or just lately you noticed that the temperature is getting high (70C)
- How come the plant has no HVAC system originally.
- Can you reduce the heat from steam lines (insulation or pipe's leak) or it is a normal that the steam system discharge high temperature steam toward workers.
- How come there must be toxic gases reach workers, where is the safety.
- if you reduce the temperature, would it effect the products or processes
- what is the outside conditions.
