Can one engine be inherently more powerful than another?

The topic says it all. This question sparked from a debate on whether or not the 300cid Ford inline six is a good engine or a useless engine, but I figured you'd all have your ideas as well.

it has been a while since I was doing heavy reading on this subject. but as I recall the gain in torque came from all of the postons being in a paralell line instead of being off from each other by 60 degrees. I will try to find and quote some of the sources as they explaigned the concept more clearly.
