Cantilever beam with back span- Moment connection

Hi all,

We are having a discussion in the office regarding a particular cantilever connection detail and wanted to get more input on it.
The attached detail shows a cantilever beam with a back span connected to a column (This happens on two sides so that it is a cantilever frame). Does this connection serve as a fully restrained moment connection for full frame action or is it a partially restrained moment connection is what we have been debating about?

Appreciate your helpful insights.
Thanks.

I am not totally up to speed on fully restrained versus partially restrained, but if a partially restrained moment connection is what we formerly called a "wind moment connection"--which meant pinned for gravity loads and fixed for lateral loads--then your example is a fully restrained moment connection.

Check out the AISC commentary for section B3.6 (in the 14th edition).
This outlines the theoretical limit on connection stiffness for definition of a fully rigid connection (where Ms/ΘsL/EI >= 20)
