I was tasked to design the foundation of two cement silos on a 3 meter mixed gravel and sand backfill. This is my first time to design and badly needed all the help I can get. Thank you! I am from the Philippines by the way.

Do you have a geotechnical engineer involved? Are you planning on supporting the silos on soil? or on caissons/piles? What is below the backfill? and how well was it compacted? What is the soil beneath the fill? Need some answers before moving forward.

Do you mean "silos made out of concrete" or "silos containing cement powder"?
Here in the US, if the silos are built by a specialty contractor routinely doing that kind of work, they could generally furnish the design for the foundation, provided an adequate geotechnical report is available. It's not always done that way, but is a possibility to look into.
Wind and seismic are liable to be major design issues, hopefully with some seismic recommendations coming in that geotechnical report as well.

My guess is it steel cement silos for a concrete batching plant. If so and if not considered permanent works perhaps all the usual investigations and checks are not in place.

The silos were made of steel. The silos are premade. What I need to determine is the foundation. They gave me a limited amount of data. As for the backfill, I cant confirm whats beneath the gravel and sand backfill, the fill is 3meter high.

The silos have 4 legs each. If this helps. ;’(
