ACI 318-11 section 7.10.5.7 states, "Where anchor bolts are placed in the top of columns or pedestals, the bolts shall be enclosed by transverse reinforcement that also surrounds at least four vertical bars of the column or pedestal. The transverse reinforcement shall be distributed within 5" of the top of the column or pedestal and shall consist of at least two No 3 or 3 No 3 bars."
I`m also accustomed to seeing these tightly spaced ties just below the bottom of two way flat slabs in multi story concrete construction.
I`m dealing with a situation where I have piers/pedestals adjacent to my perimeter wall, so that all of my steel bears at the same elevation while the footing steps down for frost protection. The contractor cast all of the piers too high and is now chipping them down to the proper elevation. In the process, he's chipping out these added ties.
I think it's pretty clear that these ties are required, however, this provision seems to have been eliminated from ACI 318-14.
Does anybody have any insight into why this provision was removed? Previous conversations indicate that these ties have their roots in the seismic requirements of UBC beginning with ACI 318-02, but I can't find anything about these ties in the seismic section either.
Have these changed to a design requirement rather than a prescriptive requirement?
