Client submitted welding procedures !

I have a client that has sub-contracted a small fabrication shop to build some piping spools IAW B31.3 , the fabrication shop currently has only handled API 1104 fabrication and does not have any welding procedures and the client has agreed to supply them with the procedures to use. We are welding all P1 G1 material ( SA-106 , X52 and A333 Gr 6 ) , the clients "welding guy" has given the fabricator for SAW and SMAW process are both qualified with P1 G3 material ( SA-516 ). I did a very quick review for my own benefit and do not think they can use these procedures being that they are Group 3 and not a group 1 or 2. Can anyone shed some insight as to if I am on the right track ? I confuse myself sometimes when reading ASME Sec IX versus what I am more accustomed to ( API 1104 ). Thanks in advance for any insight.

Group number is a supplementary essential variable so it only comes into play if impact testing is required.
If no impact testing required then the WPS's are acceptable for all P1 materials,

The WPS must list the applicable material to be welded on. The PQR variables used may cover a wide range variables for the WPS however those ranges listed on the WPS must coincide with the ranges to be used in production. If the WPS just lists P1Gr3, then thats all it is to be used on. A new WPS could be written from the original PQR using the ranges for non-impact tested applications.

You are correct.
I was focused on something else when I responded.
Never a wise move to list a specific material on a WPS unless it is strictly only to be used on that material.
Could be an interesting conversation between the sub contractor and the client - "Sorry Sir, can't use your WPS's as they do not comply"

Thanks for the response guys , these procedures actually do list a specific material. Right in the scope section of the WPS it defines the WPS to be used for welding X70 material.
 
It is doubtful that filler metals used for X70 material should be used for P1 Group 1 materials.

Something doesn't add up.
SA 516 can be a P1 Gr 1 or P1 Gr 2 - not P1 Gr 3.
SA 516 has four x minimum tensiles (4 x Type/Grade) and the highest is 485 Mpa
API 5L X70 has a minimum tensile of 565 Mpa

As Weldstan stated there "should" be a difference in filler metals.
SA 516 would "probably" be welded with an E7018
X70 would "probably" be welded with an E8018

What filler metal is noted on the PQR ?
What filler metal is noted on the WPS ?

Still comes back to what Gerald stated, WPS needs to be rewritten to be code compliant (base metals and probably filler metals)

How does that work?
The impression I get of this small fabricator's capability, especially capability of following a written procedure, does not fill me with confidence.

"If you don't have time to do the job right the first time, when are you going to find time to repair it?"
