The open and close drain system design is based on segregated system (The Open Non-Hazardous Drainage System is segregated from all other open or closed drain systems.), What is the API code which cover this point

It's more of a safety / Hazardous area thing I think, rather than a specific code point of view. You don't want hazardous /flammable liquids able to create a hazardous atmosphere right next to people working on the plant. Or getting mixed with rain water.

Agreed - Nice document, and these things tend to be laid out in design philosophies and company standards and guidelines, not API type codes.

Many company standard now required segregated open and closed drain systems , and i think that depend on API 14C

I do not know any API code which cover the open and close drain system design is based on segregated system.

There are some Company Standards . One of them , ARAMCO , SAES A 401 Closed Drain Systems (CDS).

Years ago, my department manager told me that this topic has been the ruin of many "high flying" process engineers in Operating companies.

API does not cover this issue because of too many option available. That kind of issues are subject to HAZOP/HAZID and/or a company's practice (informal or official) applicable to a specific/particular process/location.
You should study proven companies practices and choose appropriate one or discuss and fix a drainage philosophy during HAZOP/HAZID.
 
Total E&P GS EP SAF 228 also requires segregation of open and closed drains.
For offshore ABS Guide for Building and Classing Facilities on Offshore Installations requires separate systems.
