Code for inspection of fan air cooler tubes

Hello everyone,
As we know, in ASME PCC-2, we can find the inspection and repair techniques for shell and tube heat exchangers, where can we find the same for fin fan air cooler, to choose the number of tubes to be inspected, and the repair methods.

API 510 and the principles of API 661 are to be followed in any ratings, repairs, and alterations.

API 572 A.12 outlines performing an inspection. The majority of the time the Equipment Owner designates the % of tubes to be tested, but I believe the Recommended amount of tubes to be tested that is listed in ASME PCC-2 312-I would cover this.

But the mentioned article in PCC-2 is for shell and tube heat exchangers.

Air coolers are finned tubes, and the article states that the article is only for shell and tube, not other type.
 
I appreciate that but the tube doesn't know whether it's in a fin fan cooler or a shell and tube.

I can't see why you can't use the same philosophy to decide " to choose the number of tubes to be inspected, and the repair methods"

Most of the time I would guess you just plug the tubes if they fail.

Now how you inspect them might be different, but many tube bundles in a shell and tube you can't access the external surface of the tube. It's better than nothing.
