Code specification for wind load deflections

I am looking for the code specification on wind loads and deflections that allow 70 % of the wind load to be used for a 10 yr wind or to limit the deflection to 70% of the required limit. Any help with this will be greatly appreciated. thanks,

In the Canadian Code you can apply a 0.75 "Importance Factor" when determining your wind load (based on a 1/10 year return period).

Refer to Table 4.1.7.1. in the National Building Code of Canada (NBCC) 2010.
 
If you are using ASCE 7-10, there are wind speeds for strength and serviceability. In essence, it boils down to the previous editions. D + 0.5 L + 0.7 W is the equation in the commentary.
