Code specified minimum rerinforcement for retaining walls?

Is there a code specified minimum reinforcement ρ for retaining walls for the toe and heel reinforcement as well as the vertical bars. In section 14.3.2 ρ[sub]v[/sub]is listed as 0.0012 for #5 and smaller but is this only for above grade walls? I know that it would also need to meet the 200*b*d/F[sub]y[/sub] for minimum bending reinforcement to insure a ductile break but is there another limit?

Worth pointing out that in 318-14 (section 8.6.1.1), ACI clarifies the provision under debate in that thread, and states in the commentary that Asmin should be placed entirely in the tension face.

The retaining wall is a flexural member and needs that level of minimum reinforcement. So at least one way slab minimum reinforcement in any face that can be in tension.
