coil freezing

Can somebody explain to me how or when a coil will freeze. More specifically, if I have a pre-heat coil, and even if the mixed air temperature entering the coil is below freezing, it seems to me that as long as the pump(s) are actively circulating hot water (160-180 Deg F) through the coil how can it freeze? If there is a pre-heat coil then there shouldn't be concerns with the chilled water coil freezing. So What are the conditions when you really need to be concerned about freezing a coil and protecting it ?

I often see that some people use coil pumps to prevent the coils from freezing while other put glycol in the system.
Can somebody weigh in on when to use which method.
