Dear All. Is it allowed to use cold welding (Belzona) to fill in holes inside Dehydrater. appreciate your reply.

I guess you mean pits. They could be shallow or deep. For deep pits, there is a calculation if repair is required as per API 510.
However, applying belzona is common and easy (temporary measure) but I always prefer weld build up (permanent)!
