Column Circular Flange stress anlysis 1

Looking for a method used to analyse stresses in the circular base (bolted) flange and circular hollow column wall (thin walled). Overturning loads are mainly wind loads
Flange and Circular Column are similar to those used on cell phone tower bases, sign post base.

i think this pretty much covers my requirements. I did do a search of the forum, and this is the first time this extensive document turned up.

I have used the document that Willis posted.
I like it for its very straight forward approach.
In my opinion, it is a good reference.
 
The document by Daniel Horn is good but should be used with caution for design of the connection between the structural flange and the shell, also it does not address the local stresses in the weld or the thin walled shell.
There is an article on the net "Stress concentration factors for fatigue design of tubular connections" by Couchaux. It refers to the fatigue at the weld joint tube to flange. This may be important if the design loads are the nominal wind loads not 1 in 100 year wind loads.
There are also articles on the subject of Flange stresses by Cao and Packer and Cao and Bell. i wouldn't mind having copies of these articles if someone has them.
