Column Stiffener Plate Requirements For Moment

When a stiffener plate in a column is required to be 1" thick in the column webs for a moment connection, with full penetration weld, the plate thickness is based on the weld needed to transfer the load to the column correct?

If this amount of weld is required for the transfer, is there a reason (2) 1/2" plates can't be used to transfer the same?

Wide flange beams to wide flange columns.

Stiffener resistance to compression buckling would be less this way but may well still work if checked. If your in a seismic jurisdiction where connections must be prequalified, watch out that this might invalidate the pre-qualification.
