What's the best concrete epoxy that can be used to add newly poured concrete to portion of concrete already casted in column?

Is there big effect if no concrete epoxy is used but only grout put in between the fresh and previously hardened concrete in columns or beams?

The product Ron suggested is a good one, as good as any. But whether an adhesive/bonding agent is required depends on the situation. In most cases, a clean, lightly roughened, laitance free surface is all that is required. If you do use a bonding agent, be sure to follow the directions. If you wait too long before placing the concrete, the bonding agent turns into a debonding agent.
 
Sounds like a construction defect repair, where debris was found between pours. I am unclear about the use of the product about which you are asking. Is it as a bonding agent or to fill a void between existing concrete?
