Construction with Impact Strength & Cut Resistance

Dear Experts,

I need urgent help in one of my projects.
We are designing a tool holder to secure the tool from unauthorized access.
Please help in deciding the material and fabrication of the holder
The main objective is to have a construction that has high impact strength and can't be easily broken down using a hammer at the same time the holder can't be easily cut down using handheld saw

How do you intend to manufacture these/it?

Right now we are thinking to put a 2mm stainless steel in between the polymer parts during assembly
 
I really meant what process. Injection moulding or fabrication?
If moulded have a look at a glass reinforced TPU. e.g as made by Lubrizol (may be others). Being an abrasion resistant elastomer it's difficult to cut.
