COP, IPLV Trade off 1

Dear Experts,

Is it possible to meet IPLV and COP simultaneously in a chiller selection.
What will be the trade off that is to be taken. Given a best case what would be the ideal COP that can be achieved without compromising IPLV.
Would SEER and EER be affected by the IPLV figures being the best.

Could you please throw light on this.
