There has been no end of electric bicycles, and this just seems to be the next one down the line.

A major advantage of a bicycle is that you get exercise riding it.
Disadvantages are that you are exposed to weather, it's slower, you're more vulnerable to traffic, etc.
When you make an electric bicycle, you get the disadvantages but not the advantages.
The idea appeals to people that don't actually ride bicycles, who view the exercise part as a drawback of it.

They also sell little gasoline motors that you can add to a bicycle. Gets you an irritating slow unsafe motorcycle when you're done.
 
Electric bicycles are popular here in the UK, because they fall through all the legal cracks. No licence, mandatory insurance, road tax, annual safety inspection, helmet. Just get on and ride (slowly).

Just because stuff is in the hub, doesn't mean it has to rotate.
