The file appears to have a lot of damage. The error message indicates the first error that was encountered. If you right-click the file and select Edit you can manually remove or correct the damaged sections. However, there is a lot of damage, so you may be better off going to a backup or an earlier version of the file. I would also be concerned about whether the damage was caused by a system problem, such as a failing hard drive. This type of damage is not common, and definitely indicates some kind of system problem. (Or someone has been editing the file by hand and damaged the data structure!)

Thank you, Peter! So appreciate your time and efforts.
Unfortunately, I don't know how to remove or correct damaged sections, we are not programmers.
And we don't have backup files also
Is it possible to know "the system problem"? How to fix it?
We reinstalled the program recently, but the same mistake occurs again and again with different files. We can't find anything wrong.

The error message tells you exactly what the problem is. For example, here is one of the errors:

I've marked the line with missing characters. Unfortunately several other lines also seem to be missing before this. All of your errors are similar. As I said before, this suggests a problem with your computer or file system. There is nothing wrong with HydroCAD. But when the files are being opened there is data missing, which indicates a problem with your computer.

Try another PC and you will find that everything works fine.
