Countersink positional tolerance interpretation

Considering the tolerance of position for a countersink as shown in this video

Would you interpret the position requirement (when considered for the countersink feature), as applying to the cone axis, or to the center point of the circular element which is controlled for size ø.675-.685?

Do you have a proof of your above statement? I have their GD&T Wall chart and does not look like there is exactly what you just said above.
I see size, location, orientation and form listed as the 4 fundamental elements of GD&T


 
Looks like they got it correct. I didn't feel like submitting my email info to get the real chart, so I was looking at their preview image, which had the goof. My apologies.
