Cut with surface problem 1

I can't figure out why I can't use Surface Offset 8 so that I can use Cut With Surface. When I try this I get an error message. The part can be found here.

I remove the check mark from Auto Select and manually select the 14 solid bodies. The error message I get is Operation Failed Due To Geometric Condition. I don't find this message to be very helpful.

You need to extend the surface seen in the left view so that it extends past the solid bodies.
