No mention of a company. Maybe an illegal operation? Y'all have catalytic converter theft issues over there? It appears that sodium cyanide can be used to recover platinum from catalytic converters.
 
It's under investigation where it came from.

It could be industrial or an illegal dumping of very expensive hazardous waste.

A change in hydraulics of an unrecorded WW2 disposal site is also not out of the picture in that area but unlikely.

Sodium cyanide used in gold extraction by some of the worlds largest and ruthless mining companies has devastated the lives of indigenous peoples in Papua New Guinea, Irian Jaya, further resulting in wars between tribal peoples and Govt forces. Freeport McMoran, Rio Tinto and other smaller companies all walk away scot free.
