DAF applied to the lift by offshore crane

Good day All,

We had a long debate in office on requirement for DAF to be applied. Actually concern is that crane technical specification says Crane Dynamic Factor 1.6 and the load chart is de-rated for various sea state conditions. So can someone help to understand is the additional DAF to the load still applicable? or just a static load shall be considered in that case?

Normally, DAF does not need to be 1.6 for the load is pretty heavy and lifting speed not fast. The following table is from offshore standard DNV-OS-H205 for your reference.
