What is the different between the Chopper Circuit Speed Control And PWM speed Control?

Not much. PWM is typically a percentage of a synthesized frequency. Choppers act on line waves.
 
The term chopper just descirbes the power circuit arrangement (at least one transistor and one diode in switchmode operation) whereas PWM gives an indication how the control signals are generated (constant frequency with variable duty cycle).
