Dear All,
As per code or good engineering practise, what type of test to be conducted on vessel before and after the Postweld Heat treatment?

Please provide more information related to the type of test your considering and purpose.

100% visual examination (inside and outside) prior and after PWHT
For CS and normal service (no lethal, no low temperature) hardness test in welds prior and after PWHT (good eng practice)
If RT is required I prefer random UT (good eng practice) in welds prior to PWHT, and RT after.
Obviously hydrotest is after PWHT.

I'd pretty much agree w/ r6155

The problem with sloppy work is that the supply FAR EXCEEDS the demand

If you are the fabricator, do what the owner's PO and/or specification says. Also consider what you think about what testing your company should do in its own best interests.

If you are, or are acting as, the owner's engineer, do what your company vessel spec says. If necessary, seek guidance from company experts for clarification and applicability of specific spec's to the specific equipment being fabricated. Seriously, not bothering to put a proper subject line on a post, or including little details like which code of construction, material of construction, material thickness, service environment would not give me a lot of confidence in the decisions which are being made. If you are the "owner / author of the spec"... Well, I suppose asking for guidance on an anonymous internet forum is one basis for engineering decision making. [ponder]
