You will probably get better results posting this in the Chemical Process Engineering forum. The information you're seeking is not in the scope of NFPA 15.

What I see on MSDSs, deluge or mist is great for cooling/extinguishing ammonia containers. Of course the specific risk and site sould be analyzed by chemical risk expert in charge. There may be some issues with ammonia cloud control, icing of important parts, foam requirement, etc, but in general an automatic or remotely operated deluge spray system sounds the normal recomendation.

If water spray is OK, look for a good NFPA15 deluge system designer with plenty experience on industrial special hazzards design. Or contact with good a listed NFPA 750 water mist system designer/brand/manufacturer or NFPA15/11 foam system designer/brand/manufacturer.
