Hello

I am designing a gasoil under grounde storage tank, I need to design adequat lifting lugs, I am mainly concerned with the tank behavior when lifted (tank weight) and ofcourse the behavior of lifting lugs,

Is there a code that could help in this calculation

NB: tank is empty when lifted

I would use the procedure outlined in Pressure Vessel Design Handbook by Bednar (my copy is Second Edition, there may be a more recent one). Chapter 7 deals with Local Stresses in Shells Due to Loads on Attachments. It is a simplified method similar to WRC 107.

In addition to the design of the lug-shell interface, you will need to design the weld to have adequate strength and the lug itself for tension, shear, and bearing. The procedure I use for these items is in Chapter J of AISC 360.
 
For the design of the lug itself, ASME BTH is helpful.
