Device runs despite being connected to PWM with a to 220v to 12v adaptor.

I've got a 12v 80w fan connected to a 2,000W 12v PWM that is connected to a 220vTo12v 300W adaptor. The fan starts as soon as I plug in the adaptor, it runs faster when I max out the PWM, but doesn't turn off when I slow PWM to 0. would Anyone explain this to me please?

Right in the ad - PWM duty cycle: 5%-100% It doesn't ever go to zero.
 
I wondered about that but then it also said power 0.01 to 1200W or something like that.

A limit switch on the control ensures shut off at zero position.
 
Hello guys.
Update: I'm now using a 300watt ACToDC converter, got that hooked to this DC 2000W PWM to my 80W DC fan. I included a power switch but the fan starts even if it's off. Back when I had it hooked to a 12v car battery, the exact opposite happened. The fan won't start till I move the PMW halfway through. Should I go for a smaller PWM? The same power as the ACtoDC converter? 300W?
