Can anyone please elaborate on the differences between the ASTM and ASME material grades? I know that ASME SEC III calls for ASME material while ANSI B31 calls for ASTM.

If you read an ASME spec it will say "identical to ASTM xxxx with the exception of X.X"
In some cases it is changing an optional test to mandatory, or something like that.

Virtually all material certified as ASME also meets the ASTM specs, but it does not always go the other direction.

The difference is that Section II of ASME B&PV Code reviews and determines if the relevant ASTM Specification can be accepted as is or with revisions based on construction code requirements or for code cases. In either case the designator of SA means ASME B&PV Code committee has approved it for use.

The "S" in SA indicates that it is acceptable to use on pressure vessels if you're using ASME. A couple years ago we had a whole bunch of pipe that met ASTM but did not meet ASME spec. I believe it was for 106B pipe and the difference was in your allowable manganese. We had to reject something like 100 feet of pipe, called in the company and all. It was a big deal. Be careful.

metengr nailed it. ASTM produces new material specifications. When the ASME Committee for materials accepts a new material for use in PV construction, they add it to the registry designated SA. They also strike old materials from registry such as SA7 SA212 etc.
